King Minos was a mortal that once walked the Prime Material Plane tens of thousands of years ago. It was said that the civilization he ran was one of perfect order, with a justice system like no other. At the time, fair trial and appropriate punishment was extremely rare, making Minos even more of an exception. It is not well documented or known how the great monarch would go on to become a primordial, and the Judge of Hell at that. What is known is that this process involved a devious betrayal from the Nine Heavens.
Minos now rules over Limbo, the first layer of the Nine Hells. He guards the entrance to Gluttony, and is in charge of placing souls into their respective layers. The primordial takes hours, days, sometimes up to a week to judge a departed mortal soul that has found itself in the Hells. His decisions are always fair, and the ruling archdevils below appreciate him for his consistency in sending contracted souls to them. What they do not appreciate is how he has personally transformed the first layer into a more livable place that is reminiscent of the Prime Material plane.
Minos values fairness above all. Even if something seems cruel, illogical, or tragic, if it is fair, it should be permitted. Some paladins take up their oath in Minos’ name, as they strive to be as perfect of a judge of character as he. Minos is a primordial, therefore he does not fall under a greater god’s pantheon. However, he does choose to generally obey the will of Saewara, a goddess which he looks up to and respects. He does regret that this forces him to deal with Azriel, his celestial counterpart, whom he regularly disagrees with.
